Bush administration proposes regulations that would increase number of low-wage workers who qualify for overtime pay but make it more difficult for highly-paid workers to qualify; Labor Department estimates that plan would add 1.3 million workers to group that automatically qualifies by raising threshhold from $8,060 in yearly earnings to $22,100; would also revise criteria for determining whether white-collar workers qualify based on their level of responsibility and automatically disqualify those earning more than $65,000 a year (M)
