Iraqis Get the News but Often Don't Believe It

Nascent Iraqi media offers evidence that free market can thrive, but Iraqis in Baghdad and in other cities are overwhelmed by choices and struggling to figure out which news sources are believable; for last 35 years they have had little access to news except for Saddam Hussein's version; now there are more than 100 newspapers being published, satellite dishes are selling widely and Internet cafes dot the streets; one outlet that does not appear to be winning over most Iraqis is occupying powers' own Iraqi Media Network, $5 million-a-month effort whose programming is called dull and repetitive by many Iraqis; network is managed by Pentagon contractor; it has been criticized even by some of its own officials, who contend that its credibility has been hurt by meddling by occupation officials and bare-bones budget; its television director quit in protest over network's limited resources; senior Iraqi Media Network official claims network is spending lots of money on new equipment and working to develop new shows quickly; spokesman for civilian administrator says some form of propaganda is always part of plan; photo (M)
