THURSDAY, MAY 30, 1985 International A soccer-match riot in Brussels between fans of British and Italian teams killed at least 41 people and injured more than 250. Officials said most of the victims were crushed under the weight of a stadium wall that collapsed when British fans charged into a section reserved for Italians. [Page A1, Column 1.] Jordan and the P.L.O. are in accord on holding negotiations for peace with Israel at an international conference, according to King Hussein. After a meeting with President Reagan at the White House, the Jordanian leader also said that the P.L.O., after years of refusing to do so, had agreed that the talks should be held on the basis of United Nations Security Council resolutions that Washington has insisted for 10 years be a prime condition for any American dealings with the P.L.O. The other was ''Congressmen Dan Rostenkowski from Chicago,'' as he introduced himself. With that single television appearance, a tour de force in the view of his supporters, Representative Rostenkowski established himself as the Democrat in the Democratic-controlled House of Representatives who President Reagan needs most in resolving what is so far the most ambitious legislative proposal of his second term.

A ZESTY DAILY FOR OVERSEAS FROM PEKING

People's Daily, the principal newspaper of the Chinese Communist Party, announced today that it would publish an ''overseas edition'' for subscribers in New York, San Francisco and other major cities beginning July 1. It will not be exactly the same newspaper. At a ceremony here, officials of the paper seemed to acknowledge that the fare People's Daily serves its millions of domestic readers may be a little on the dull side, Li Zhuang, editor in chief of People's Daily, said the new overseas version of the paper will drop half of the material published in the domestic edition and substitute articles that are considered more likely to interest readers abroad. He was vague as to what would be eliminated, but an assistant said privately that it was safe to assume that there would be few of the lengthy polemical tracts that are a standard feature of the party paper at home.

An English-language Sunday newspaper supplement for Hispanic readers is scheduled to make its debut in a dozen general circulation United States newspapers on Sept. 8. To be called Vista, The Hispanic Magazine, it has the backing of a number of extremely knowledgeable people, and its board and investor list includes Morton Frank, former publisher of the Family Weekly supplement; Warren Reynolds, former publisher of Parade, the largest supplement; Ignacio Lozano Jr., publisher of La Opinion of Los Angeles; Fortuna Calvo-Roth, former editor of Vision magazine, and Jerry Apodaca, who was Governor of New Mexico.

NAVY RELIEVES 3 OF DUTY OVER $659 ASHTRAYS

Defense Secretary Caspar W. Weinberger announced today that three Navy officers, including an admiral with 33 years of service, were being relieved of their duties because a supply depot under their command paid the Grumman Aerospace Corporation $659 for each of seven airplane ashtrays. The Secretary's announcement, at a news conference here, was the latest move in his campaign to repair the Pentagon's reputation for diligence in dealing with its suppliers. Mr. Weinberger said that in future cases of overpricing or fraud it ''is going to be standard practice'' at the Pentagon to discharge or transfer ''anyone who is responsible for permitting this to happen.'' The Navy identified the three officers as Rear Adm. Thomas J. Cassidy Jr., commander of fighter and early warning aircraft for the Pacific fleet; Capt. Gary E. Hakanson, commander of the Naval Air Station at Miramar, Calif., and Comdr. Jerry L. Fronabarger, a Miramar supply officer.

Chess Rematch Is Now Set For Moscow Starting Sept. 2

The head of the International Chess Federation said today that the world title rematch between Anatoly Karpov, the champion, and Gary Kasparov, the challenger, will start in Moscow on Sept. 2. The chess president, Florencio Campomanes of the Philippines, said at a news conference that the match would have a 24-game limit and that whoever won six games or 12.5 points would be declared champion.
