Fines for Tesoro

LEAD: The Tesoro Petroleum Corporation of San Antonio has been ordered to pay more than $56 million to the Energy Department for regulatory violations between 1973 and 1981, the company said today. According to the agency's final order, Tesoro has 30 days to make an initial payment of $25 million, after which six annual payments of $5.2 million will be due.

LEAD: MAI Basic Four Inc. asked a Federal District Court judge to lift an order blocking its $20-a-share bid for Prime Computer Inc. In court documents responding to a judge's concerns, MAI Basic said Drexel Burnham Lambert Inc. was confident it could raise $875 million to finance the takeover. Prime, based in Natick, Mass., said it would fight to keep the court order in place.

LEAD: Radionics Inc. reached an agreement with Expamet International P.L.C. under which the London-based company will begin a tender offer of $20 a share, or about $88 million, for the security equipment maker. Radionics' shares rose $6.125 today, to $19.625, in over-the-counter trading.
