NYS Court of Appeals rules that Volunteer Fire Department of Ossining, NY, is not exempt from Freedom of Information Law and must disclose records of its lottery sought by reporter for Ossining Citizen Register; lottery, which all parties concede to be in violation of law, raises over $500,000 a year, half of which goes to lottery winners and half to Fire Department, which gives its share to families of needy or deceased firemen (S)

Federal appeals court in Richmond, Va, rules newspaper need not supply information to union if labor group intends to use material to harass employees; overturns NLRB ruling in dispute between A S Abell Co, publisher of Sun newspapers in Baltimore, and Washington-Baltimore Newspaper Guild; guild had sought from company names of employees under guild jurisdiction who were sent to training school to learn to run newspaper presses; when company supplied some names, guild posted them on bulletin board and labeled them scabs' (S)
