Reporters Com for Freedom of Press compiles list of 30 recent cases in which subpoenas, ct orders or police action have allegedly threatened 'free flow of news to the public'; J Landau (Newhouse News), member of com, told HR subcom recently that he was especially concerned about attempts to identify reporters' confidential sources; holds if reporters violate their confidentiality they may not be able to operate effectively in their news-gathering pursuits; list of recent cases in which newsmen and scholars resisted subpoenas or ct orders, or were objects of police action or criminal charges involving their ability to gather and publish information

Former Rand Corp consultant R H Moorsteen testifies on Feb 16 at Pentagon papers trial that he knew of no 'special arrangement' at Rand regarding Pentagon papers; says that only 'narrow' list of people had access to papers at Rand, and that as far as he was concerned papers were always within regular security machinery; defense contends that copy of Pentagon papers that Ellsberg in turn later copied and helped make public was in fact private papers of 3 Defense Dept officials, P C Warnke, L Gelb and M H Halperin, who gave Ellsberg and Moorsteen primary access to them; holds papers were not in regular Rand security system; Moorsteen says that he did not know of lr from Warnke, Gelb and Halperin that defense has submitted as evidence and which defense says gave Ellsberg special access to Pentagon papers; says he learned mos later from J Butler, Rand top security control officer, that he (Moorsteen) had access to documents

Newark, NJ Mayor K A Gibson says on Feb 17 that he has asked 80 publishers across US to start 2d newspaper in Newark, but has recd almost no favorable response, speech, North Jersey Press Assn; Newark has had only 1 paper, Newark Star-Ledger, since Aug 31, '72, when Newark Evening News ceased publication; Gibson repts that he has so far been contacted only by NY Post and paper is still undecided

London appeals ct on Feb 16 overturns lower ct decision and allows London Sunday Times to publish article about children and their families who were affected by deforming drug thalidomide; ruling rejects lower ct decision that pub of article would jeopardize negotiations between Distillers Co, which manufactures drug, and families of deformed children; does not clear way for article's publication because Distillers has brought new legal action contending that article represents 'breach of copyright' because it quoted from internal co documents; Lord Denning, 1 of judges, says there is no doubt that article was intended to bring pressure on Distillers to increase its offer to families of children, but that pressure is legitimate in light of all events

New Political Front Is Formed by Saigon

Saigon Govt announces, Feb 17, formation of a natl pol body, People's Front to Safeguard Peace and to Realize the People's Right to Self-Determination, to oppose the Natl Liberation Front in the coming pol struggle; new orgn came into being at a meeting under the chmnship of Pres Nguyen Van Thieu; Govt spokesman Pham Duong Hien stresses that non-Communist Opposition to Thieu was represented at the meeting and had joined in unanimous approval; a number of Opposition legislators privately make known their opposition and their disbelief in the pol universality of the new group; Phan Huy Quat, who attended meeting, says he believes Thieu felt need to broaden the base of his support; says some speakers had called on Thieu to loosen govt restrictions on the activities of pol parties and the press, but received no assurances from him; Thieu indicated that new orgn will play role in natl elections called for in the Paris cease-fire accord and in choosing Govt members of the Natl Council of Natl Reconciliation and concord, to be established by Saigon, the Vietcong and neutralists
