The political honeymoon here is called ''the state of grace,'' and for President Francois Mitterrand the grace is beginning to seep away. It is 15 weeks since the Socialists took office, and in the last week there has been a flurry of assessments in the press and selfassessments from the Government. The opposition has been heard from too, but in a muted fashion; the harshest phrase of the week was a not very savage ''France is ungoverned'' by a minor member of the former Cabinet of President Valery Giscard d'Estaing. With the opposition split, demoralized and largely on vacation, the atmosphere is fairly bland. The Government, by contrast, has been working unusually hard for August. There have been no major disputes as the Government program has begun to get under way, but there are complaints about uncertainty and fuzziness, and, alternatively, excessive delays and excessive haste.

COMPANY NEWS; Sherwin-Williams, Gray Drug Plan Tie

The Sherwin-Williams Company and Gray Drug Stores Inc. said today that they have agreed to merge in a $54.8 million deal in which the paint and chemical concern would pay $21 a share for Gray Drug's outstanding common stock. Gray's chairman and chief executive officer, Jerome A. Weinberger, said that the board of the Cleveland-based company, which operates 362 drug and discount stores in the eastern United States, had recommended acceptance of the merger to shareholders. ''I think the offer is a fair price,'' he said.

INTERNATIONAL Iran announced the appointment of a provisional Prime Minister and a new leader for the ruling Islamic Republican Party to succeed officials killed in a bomb explosion Sunday. At least two more assassinations were reported in uneasy Teheran, and Ayatollah Khomeini urged his followers to exercise restraint. (Page A1, Column 1.) An oil accord was reached in Canada after long and bitter wrangling. The federal Government and Alberta, the chief petroleum-producing province, reached a five-year agreement that will permit Canadian oilprices to rise in stages. The energy-pricing fight has become a symbol of Canada's fractious federalism. (A1: 2.)

Hoving Named Editor of Art Magazine

Thomas P. F. Hoving has taken yet another job, as editor in chief of The Connoisseur, the international art and antiques magazine published by the Hearst Corporation. The 50-year-old Mr. Hoving, former director of the Metropolitan Museum of Art, has been serving as a correspondent on ABC News's ''20/20'' program and is a consultant to cultural institutions.

SALVADORAN URGES TALKS TO AVOID A LONG WAR

The leader of El Salvador's leftist political opposition said yesterday that neither the guerrillas nor the United States-backed Salvadoran Army forces are capable of a military victory in the short run. A negotiated settlement, said the opposition leader, Guillermo Manuel Ungo, was the way to avoid a prolonged war, which he said would leave tens of thousands homeless and as many as 100,000 dead. Mr. Ungo, who is president of the Democratic Revolutionary Front, a broad-based political group allied with the five guerrilla organizations that make up the Farabundo Marti Liberation Front, spoke at a news conference yesterday in Manhattan.

GOLDWATER WOULD MEET P.L.O.

COALITION ASKS REAGAN TO SCRAP MX PROGRAM

A coalition of environmental, religious and political groups urged President Reagan yesterday to stop deployment of the MX missile, saying that it would push the world close to nuclear holocaust. To underscore its point, the National Campaign to Stop the MX asked Americans to telephone the White House this week and urge the President to scrap the moblie mission program. Mr. Reagan is expected to decide soon on where to base the missile.

SHUTTLE ROLLS SLOWLY BACK TO LAUNCHING PAD

The space shuttle Columbia was rolled out to its launching pad yesterday in preparation for its return to space in October. Officials at the Kennedy Space Center in Florida expressed confidence that all the normal tests on the winged spaceplane would be completed in time to meet the scheduled liftoff date, Oct. 9. The original date had been Sept. 30.

MOSCOW IS IGNORING SOUTH AFRICA REPORT OF CAPTURED RUSSIAN

South Africa's statement that its forces have killed and captured Soviet soldiers in Angola drew no immediate reaction from Moscow today, but Soviet press organizations maintained their sharp criticism of the raid and also of the United States for supporting what they called ''international banditry.'' Moscow has never officially acknowledged sending military advisers to Angola, and Western diplomats said the number of Soviet advisers there was probably fairly low. Moscow has only referred to ''assistance'' given by the Soviet Union and Cuba to various African countries and guerrilla movements without mentioning troops or arms.

ALI SAYS HE'LL FIGHT BERBICK

Muhummad Ali said yesterday that he would fight Trevor Berbick Dec. 2 in Nassau, the Bahamas, and the promoter Don King said that Larry Holmes would defend his World Boxing Council championship in November against Renaldo Snipes, an undefeated heavyweight from White Plains. No date or site was announced for the championship bout, but Caesars Palace in Las Vegas, Nev., was the probable choice. Holmes had said he hoped to fight undefeated Gerry Cooney for the title this fall, but that bout will not be held until next year.
