NEWS BLACKOUT ON SINAI EVICTIONS STIRS ISRAELI PROTESTS

As intensive diplomatic negotiations continued today between Egypt and Israel on putting their peace treaty into effect, the Israeli army moved in force into northern Sinai and began evicting Jewish protesters from the settlements in the area. Few details of the eviction were available because Defense Minister Ariel Sharon ordered all journalists barred from the scenes. His action brought worried protests from editors' and reporters' committees, which expressed concern for Israel's tradition of a free press. The army spokesman's office refused to provide any information on the evictions. Officials would not answer reporters' questions about injuries or arrests.

Shutout by Brewers

An Associated Press photographer was barred from the Milwaukee Brewers' dressing room Sunday, and an official of the club said a new policy would deny access to still photographers this season except under unusual circumstances. Dick Hackett, vice president for marketing, said the ban was prompted in part by an A.P. photograph taken shortly before major league baseball players went on strike last June.

SINAI PRESS CURBS DEFENDED BY BEGIN

Prime Minister Menachem Begin said today that news coverage of the Israeli withdrawal from northern Sinai this week was being restricted as part of efforts to ''prevent bloodshed'' in the area. He contended that ''the presence of television cameras and recording apparatus are factors that may lead indirectly to demonstrative tragedies.'' Some of the hundreds of Jews protesting the return of Sinai to Egypt have threatened suicide.

When Mayor Koch was asked one day last week what effect the budget impasse in Albany would have on New York City, he talked a good deal about how the state was required to have a budget and said that he was confident it would eventually have one. In short, by his own admission, the Mayor did not say very much. ''If you think I am stepping lightly here, you are right,'' he said, with more than a glint of amusement in his eyes. That response contrasted notably with Mr. Koch's comments a year ago, when Governor Carey and the Legislature were again mired in the sort of budget deadlock that has become an annual ritual in Albany.

International President Reagan urged Argentina and Britain to show restraint in the Falklands dispute, and he appealed to the Organization of American States to delay any action in the crisis as long as Washington was trying to bring about a peaceful solution. The O.A.S. council voted 18 to 0, with the United States abstaining, to convene a foreign ministers' meeting Monday to consider collective action against Britain. (Page A1, Column 4.) Britain expressed deep reservations about the latest Falklands peace proposals and said that Foreign Secretary Francis Pym would fly to Washington tomorrow with counterproposals. Prime Minister Margaret Thatcher made the announcement at a tense and crowded session of the House of Commons. (A14:3-6.)

I'm kind of surprised to be over here on the side. I thought that in the event of rain they were going to have me up there under the roof. Listen, this afternoon, as you know, representatives of the Administration and the Congress are sitting down for an important round of discussions on the budget. And I think all Americans have an interest in the outcome. It's my fervent plea and hope that from these meetings there will soon come a balanced, bipartisan package that will help to revive our economy. And I think the economy is now poised for a recovery.

NO STRANGER TO THE HIGH COURT

He was the first black accepted on the Harvard Law Review, the first to serve as a clerk to a Supreme Court Justice, the second to serve on a President's Cabinet and the first to reach the top of the corporate legal establishment. William T. Coleman Jr. is both a civil rights leader and a Republican who serves on nine corporate boards of directors, a $500,000-a-year Washington lawyer who can remember that ''when I was in high school and I went out for the swimming team, they abolished the team rather than let me swim.'' Today, Mr. Coleman received a new laurel and a new challenge, when the Supreme Court took the unusual step of inviting him to appear as a friend of the court in a major civil rights case. Mr. Coleman's job will be to present the case that the Reagan Administration abandoned when it decided that segregated private schools were legally entitled to Federal tax exemptions.

Wayne Gretzky, the sensational Edmonton Oiler center who set National Hockey League records for goals and points in a season, has been named the Sporting News's player of the year, for the second straight season, in a poll of N.H.L. players. Gretzky was named on 262 of the 283 ballots.

Philippine Kidnappers Killed

Soldiers killed four kidnappers and rescued a 16-year-old girl who had been held for 25 days on the southern island of Mindanao. The Philippine News Agency said today that two kidnappers were killed Sunday when the girl was rescued and that two others died in an encounter Monday.
