HARTFORD LAST Tuesday morning, United States Senator Lowell P. Weicker Jr. was holding forth at a news conference in the caucus room that Republican State Senators normally use on the third floor of the State Capitol. The occasion was to announce that Barbara E. Brown, vice chairman of the Republican State Central Committee, was endorsing Mr. Weicker and to give the Senator another chance to needle other members of the party leadership who are supposedly staying neutral in the Senate race between Mr. Weicker and his challenger, Prescott Bush Jr. As soon as the Weicker entourage vacated the room, State Senator Gerald Labriola, one of the four Republican gubernatorial candidates, who had been waiting outside in the corridor, stepped to the same lectern facing the same cameras and microphones. He announced the names of more town chairmen supporting his candidacy and said he was nearing his goal of obtaining 20 percent of the state convention delegates.

HUGHES OPPOSING POSTAL TRANSFER

WASHINGTON THE decision of the United States Postal Service to sort Atlantic City's mail in Bellmawr, starting July 10, is ''firm and we're not going to change it at this point,'' Thomas Comick, legislative liaison for the Postal Service, said last week. However, Representative William J. Hughes, Democrat of Ocean City, is ''leaning very strongly'' toward asking the General Accounting Office to investigate the rationale for the move, which is opposed by the Atlantic City local of the American Postal Workers Union and local officials, including Mayor Joseph Lazarow. The union fears that a number of the 58 employees whom the Postal Service has promised to relocate would be forced to look for other work because they would be unable to commute to Bellmawr, about 60 miles northwest of Atlantic City. The Postal Service has promised to find jobs for 20 other Atlantic City postal employees in other South Jersey post offices, but Mr. Comick said he could not promise that those 20 would be rehired immediately.

Howard Davis Jr. believed until yesterday morning that he had broken his right thumb while winning a unanimous 10-round decision over Julio Valdes Thursday night in Atlantic City. But an examination by Dr. Noah Finkel, an orthopedic surgeon from Huntington, L.I., disclosed that the lightweight boxer had only a small bone chip.

The United States is trying hard, at this eighth summit conference, to convey the message that it will go a long way to meet European criticism of its foreign-exchange and domestic economics. The Europeans believe that, without greater United States cooperation on these issues, the world economy may be facing extreme currency instability, high interest rates, painfully slow growth and high unemployment for years to come. The United States is not in fundamental disagreement with the objectives of its allies. But the American approach is far more noninterventionist, far more free-market oriented than the Europeans would prefer, and the sounds of sweet harmony that might emerge from this conference on goals cannot be taken at face value.

International Britain was given ''staunch'' support by the United States and France for its military actions and plans in the Falkland Islands in Prime Margaret Thatcher's separate meetings with President Reagan and President Francois Mitterrand in Paris, the British Foreign Secretary, Francis Pym, said. Mr. Pym said Mrs. Thatcher ''felt even more reassured than she was before.'' He said that both Mr. Reagan and Mr. Mitterrand agreed that it was up to Argentina to forestall a potentially bloody assault on Stanley, the capital, by agreeing to remove its forces from the islands. (Page 1, Column 6.) High American interest rates and their damaging economic effects abroad came under immediate criticism from the Canadian delegation and others at the opening meeting of the leaders of seven industrial nations in Versailles.
