Their announcement was preceded by contradictory reports. They said the President's action was an attempt to avoid an all-out confrontation with the House Democrats. Almost all union presidents face difficulties these days, but the problems facing Lynn R. Williams, new president of the United Steelworkers of America, seem especially burdensome. The membership has fallen from 1.4 million in 1979 to less than 750,000 today; the union faces a major loss of dues revenues and has made substantial staff reductions. Its organizing staff is small and, for the most part, stays in the headquarters in Pittsburgh. The union was divided by the race for president between Mr. Williams, then acting president and secretary, and Frank McKee, the union treasurer.
