Uniform Closing Time Urged for Voting Places

News executives from the nation's three major broadcasting networks urged Congress today to adopt a law that would require polling places in Federal elections to close at the same time in all states. Such a law would help reduce the tension between voters and news organizations over the reporting of election trends before polling places close in many states, particularly in the West, said executives from NBC, CBS and ABC.

Washington Post Libel Appeal

Attorneys for The Washington Post today asked the full United States Court of Appeals for the District of Columbia to rehear an appeal in a libel suit by William P. Tavoulareas, a former president of Mobil Oil Corporation. On April 9 a three-judge panel from the court reinstated a Federal jury's decision that the newspaper libeled Mr. Tavoulareas in a 1979 article about his business dealings and awarded him $2.05 million in damages.

If Rupert Murdoch puts The New York Post up for sale, as expected, the list of bidders is likely to be short and the price relatively low, industry analysts said yesterday. They said that The Post, which is reportedly losing up to $10 million a year, would be an attractive purchase only to rival papers that want to shut it down. Even that possibility might be complicated by antitrust and other legal obstacles, the analysts said. And, they noted, severance payments to employees could be very costly.

Vietnam, Off Camera

The party is over in Vietnam, where American networks lent their cameras to a self-serving celebration of Hanoi's only real achievement: conquest. Parades make pictures. What got scant attention was the off-camera horror of Vietnam's unrelenting persecution even of former comrades. Some victims risked their lives by talking to The Times's Barbara Crossette and other reporters. Their story is appalling, their fate a major obstacle to any reconciliation with the United States.

He described the Soviet Government as a corrupt system that has military policies that threaten nuclear stability.
