International A ''chemical detonation'' possibly caused by a bomb may have ripped through the front cargo hold of an Air-India jetliner last year, according to a team of five Indian scientists. The Boeing 747, flying from Montreal to London, crashed in the Atlantic off Cork, Ireland, killing all 329 people on board. [ Page A1, Column 1. ] One engine of the jet that crashed in Gander, Newfoundland, on Dec. 12, killing 248 American servicemen, was delivering less power than the three other engines at the moment of impact, according to investigators. International An effort to cut U.S. interest rates and those of Japan, Britain, France and West Germany grew more likely after a meeting of Treasury Secretary James A. Baker and top economic officials of the other countries. Mr. Baker, other Treasury officials and Paul A. Volcker, chairman of the Federal Reserve Board, met in London over the weekend with their counterparts. A high Treasury official said that the meeting welcomed the decline of the dollar ''to date,'' - a term he repeatedly emphasized -and that the Reagan Administration would like to see the dollar decline by more than the roughly 25 percent it fell from its peak last March. [ Page A1, Column 4. ] Control of Southern Yemen was claimed by forces loyal to its former President, a hard-line Marxist, in a six-day battle for control of the country,the Soviet Union's strategic toehold in the Middle East. In Aden, the capital, a radio announcement said an attempt by President Ali Nasser Mohammed al-Hassani to impose a dictatorship had failed, and that ''hired elements of power'' under him have been eliminated. North Korea Ends Talks; War Games Are Cited

North Korea said today that it would suspend economic and political talks with South Korea to protest joint military maneuvers scheduled next month by the United States and South Korea. The suspension was announced about a week after North Korea offered to halt military exercises in February and called on the United States and South Korea to postpone their annual war games. A statement carried by the North Korean Central News Agency received in Tokyo said talks with the South would resume after the maneuvers ''when a favorable atmosphere is created.''

Corazon C. Aquino, the opposition presidential candidate, has been mentioned by the main Philippine television channel exactly three times in the last 10 days, according to one of her lawyers. ''They weren't very flattering references, either,'' said the lawyer, Joker Arroyo. When the nation's major newspapers, all owned by friends or relatives of President Ferdinand E. Marcos, reported early in the campaign on the enthusiastic crowds Mrs. Aquino was attracting, sources at the newspapers say, the President himself called their editors to rebuke them. ''He came down on them like a ton of bricks,'' said a journalist at one of the papers. ''Now just try to find the opposition coverage.''

SURVEY FINDS SHARP DROP IN MARIJUANA USE IN THE MILITARY, PENTAGON SAYS

The number of American military men and women who say they use marijuana, the most prevalent of the illicit drugs, has declined by two-thirds over the last five years. In a confidential Pentagon survey of forces here and abroad, 12 percent of the respondents said they had used marijuana within the preceding 30 days, officials said. That compared with 22 percent in 1982 and 37 percent in 1980 reported by the Pentagon in earlier surveys. In recent interviews, field commanders of the four services also reported that drug abuse among the forces appeared to have declined.

PRESIDENT IS TOLD HOW HE MUST CUT FEDERAL SPENDING

For the first time, the Comptroller General of the United States told the President today precisely what cuts he must make in Federal spending. The Comptroller General, Charles A. Bowsher, acted under a new budget-balancing law that does not permit the President to make any modifications in the Comptroller General's report. The Reagan Administration, which has strongly supported the new law in concept, says this provision violates the Constitution because it makes the President subservient to the Comptroller General, whom he appoints. Additional Cuts Listed The cuts listed in Mr. Bowsher's report, which total $11.7 billion, go beyond the recommendations he received last week from James C. Miller 3d, director of the White House Office of Management and Budget, and Rudolph G. Penner, director of the Congressional Budget Office.

5 Die in Yugoslav Avalanche
