LEAD: President Reagan will hold a news conference, his first in four months, at 8 P.M. Wednesday, the White House announced today. Marlin Fitzwater, the chief White House spokesman, said the news conference was not ''issue oriented,'' but it would be held less than a week before Mr. Reagan travels to Brussels for a NATO meeting March 2 and 3.

LEAD: The Federal Trade Commission asked a Federal appeals court today to prevent Owens-Illinois Inc., the nation's second-largest glass container manufacturer, from acquiring Brockway Inc. for $750 million while it appeals a lower court's refusal to halt the deal. The F.T.C. contends that the merger, which would create the nation's largest glass container manufacturer, would reduce competition and raise the price of bottles, jars and other containers the companies make for foods and drinks.
