LEAD: Midland Bank P.L.C. said it was cutting 4,000 jobs from its work force of 33,000 by the end of 1991 through attrition and voluntary departures. Midland also reported a profit of about $:22 million, or about $40.5 million, in the first half of the year. That compared with a net loss of $:383 million in the corresponding period in 1989, when the bank raised its provisions for bad loans to third world countries.

LEAD: The Whirlpool Corporation and the Matsushita Electric Industrial Company formed a venture to operate Whirlpool's 750-employee vacuum cleaner plant in Danville, Ky. Terms were not disclosed, but Whirlpool will retain a large minority interest in the venture. Whirlpool vacuum cleaners at the plant under the Kenmore name for Sears, Roebuck & Company.

LEAD: The Daisy Systems Corporation, once a high-flying leader in the electronic automated design business, said the company and its Daisy/Cadnetix Inc. unit had filed for protection under Chapter 11 of the Federal Bankruptcy Code. Daisy Systems, based in Mountainview, Calif., said it had liabilities substantially in excess of its tangible assets.

LEAD: Washington Bancorporation filed for protection under Chapter 11 of the Federal Bankruptcy Code. The company listed known liabilities of $61.7 million and assets with undetermined market value. The company said its main banking unit, the National Bank of Washington, would be unable to restore its capital to required levels.

LEAD: Fiat S.p.A. has an option to buy the Ford Motor Company's 20 percent stake in their new farm vehicles venture, Fiat's managing director, Cesare Romiti, said in a newspaper interview to be published on Thursday. Fiat and Ford said on Tuesday that they were placing their tractor, farm and industrial equipment businesses into a new company 80 percent owned by Fiat and 20 percent by Ford.

LEAD: The stock of the American Cyanamid Company rose today after the pharmaceuticals company said it planned a stock buyback program that analysts said might total $600 million. Cyanamid's stock rose $1.50, to $56.50, on the New York Stock Exchange. The company said it planned to ask its board to authorize a share repurchase program on Aug.

LEAD: The Federal Communications Commission has approved the $1.25 billion merger of the MCI Communications Corporation and Telecom USA Inc. MCI said the merger to be completed before the end of the month, pending state regulatory approvals. MCI plans to acquire all of Telecom's outstanding common shares for $42 each, or about $1.25 billion.
