The Los Angeles Times said today that it would stop publishing its San Diego County edition on Dec. 18 and eliminate 500 jobs through a voluntary buyout program and attrition in the next year. The moves are a result of an advertising slump caused by the weak economy in Southern California and a decline in the circulation of the San Diego County edition, one of several zoned editions produced by The Los Angeles Times, which is owned by the Times Mirror Company.

With his campaign headquarters all but shut down, and with most of his senior advisers out of town for the weekend, Mr. Clinton met with no officials of either his campaign or his transition team, said a spokeswoman, Max Parker.

MARISSA HALL, the young woman from Richmond, Va., who stood up at the second Presidential debate and asked "How has the national debt personally affected each of your lives?" probably wasn't expecting to become a major campaign figure. But as William Figueroa, the student Dan Quayle coached to spell "potatoe," can attest, celebrity sometimes comes in unexpected ways. After the second debate was over, many Americans hailed Ms. Hall's question as one of the campaign's most illuminating, calling it proof that the political process functions best when the role of the news media is minimized. Others argued that the question itself was wrong-headed -- Ms. Hall seemed not to understand the difference between the recession and the national debt -- and called it one of the best arguments that could be made for the importance of the press.

TOSHIBA BEGINS SALES OF TRANSMITTER SYSTEM

The Toshiba Corporation, a leading Japanese electronics maker, has started selling a transmitter and receiver system for use in digital television news-gathering systems, the company said in a release yesterday. Digital news-gathering systems use satellite communications to send clear television signals. The new Toshiba system uses signal compression technology to allow transfer of up to four signals at once, the release said. Current transmission equipment sends signals one at a time. The equipment will greatly increase the capacity of broadcasting companies to cover news events, the release said. The complete system, called the DigiCipher, costs 28 million yen, or about $229,500.

Schwinn Set To Pare Jobs

The Schwinn Bicycle Company said today that it would lay off half of its 320 United States workers as it tries to emerge from bankruptcy proceedings. Sixty job cuts will come at headquarters here, with the rest at distribution centers nationwide. "It seemed inevitable," a spokesman said. "When we filed for bankruptcy, we didn't know the magnitude of the layoffs, and we tried to avoid them for as long as possible."

The General Motors Corporation's new chairman and chief executive said the auto maker's Oldsmobile division "is here to stay," despite reports that the 95-year old nameplate will be eliminated or merged with another brand. John G. Smale, G.M. chairman, and John F. Smith Jr., G.M. president and chief executive, in separate letters to Dick Smith, head of the Oldsmobile National Dealer Council, said that G.M. was "totally committed" to the future of the division, and that reports about its demise were "completely without foundation."

ORION CANCELING COMMON AND PREFERRED STOCK

The Orion Pictures Corporation, newly emerged from Chapter 11 bankruptcy protection, is canceling 22.5 million shares of common and preferred stock and debt and issuing new stock worth less than 1 percent to old stockholders. Orion said its reorganization plan became effective late Thursday once it modified the plan as outlined by United States Bankruptcy Judge Burton R. Lifland on Oct. 20. The company will issue 20 million shares of new common stock, swapping eight-tenths of 1 percent of a share of common stock for each share of common stock currently held and one-tenth of 1 percent of a share of stock for each share of preferred stock. Options to buy stock under company stock option plans were canceled. It also will issue $50 million in bonds paying 10 percent annually and due Oct. 31, 2001.

NL SEEKS $108 MILLION IN DAMAGES FROM LOCKHEED

NL Industries is seeking $108 million in damages from the Lockheed Corporation, in a trial that began Thursday, for losses suffered in a bitterly fought 1990 proxy battle for control of the giant aerospace company. The jury trial, in Federal District Court, is expected to continue for two to three weeks. NL, controlled by the Texas financier Harold Simmons, once owned as much as 19 percent of Lockheed in 1991 as Mr. Simmons sought control of the company. Lockheed fought back with an employee stock ownership plan, among other tactics, and NL evenutually lost the proxy fight and sold its stake at a loss of $80 million.

Cellular Plan by Motorola

Motorola Inc. is in talks under which telecommunications companies would invest in a $3.37 billion satellite network that will be able to transmit cellular telephone calls worldwide. Iridium Inc., the Motorola unit that will operate the system, plans to sell 85 percent of its common stock in private transactions to domestic and foreign telecommunications companies, a Securities and Exchange Commission filing said.
