It was a few minutes before 1 P.M. in Police Commissioner William J. Bratton's office, but instead of being there, in the big room with the framed newspaper articles and models of old police cars, he was on television from New York City talking about his plans to become that city's police commissioner. His television appearance more or less epitomized why people either love or hate William Joseph Bratton. To his admirers, he came off as smooth and articulate, coolly confident of his ability to get the job done. To his detractors, it was yet another example of a man who is aloof and ambitious, often seeking the limelight for his own end.

The last time New York City had a Republican mayor, Ninfa Segarra was a student demonstrator, joining protests for more power and services for the city's Hispanic residents. In one youthful gesture of defiance, she recalled yesterday, she lay down on a street on the Lower East Side to demand that the administration of Mayor John V. Lindsay build a new Gouverneur Hospital. Now, Ms. Segarra is joining the administration of the city's newest Republican mayor, Rudolph W. Giuliani, who yesterday announced her appointment as deputy mayor.

Officials Stop Trucks Loaded With The Times

Trucks carrying copies of The New York Times were turned back at the Canadian border near Buffalo early yesterday by Canadian officials trying to enforce a judge's ban on coverage of a murder case in Ontario. The Times yesterday included an article about the controversy stemming from the ban, which prohibits publication in Canada of all but the most basic details of the case to insure a fair trial for the husband and wife charged in the 1991 killings of two teen-age girls. One defendant, Karla Homolka, was convicted in July of manslaughter and sentenced to 12 years in prison. The ban is in effect until after the trial of her husband, Paul Teale, which is expected to take place sometime next year.

Buyback for Capital Cities

Capital Cities/ABC Inc. said yesterday that its offer to repurchase 2 million shares drew just 55 percent, or 1.1 million shares, with the investor Warren E. Buffett selling 1 million shares. The company will pay $630 a share, or $693 million, to buy back the shares, using cash on hand. The company wanted to buy 2 million shares in a so-called Dutch auction, in which shareholders could sell their shares at a price between $590 and $630 a share, with the company accepting the lowest bids. The offer expired at midnight on Wednesday.

Alexander & Alexander Services Inc., seeking to increase its global presence, said yesterday that it had acquired Clay & Partners, the third-largest British partnership of actuaries, for about $41 million in common stock. Alexander & Alexander, the world's second-largest insurance broker, said the acquisition involved the exchange of about 2.27 million shares. Clay & Partners has about 250 employees providing employee benefit and related consulting services to companies.

ODYSSEY PARTNERS TO ACQUIRE SCOTSMAN GROUP

Odyssey Partners, a private investment partnership, has agreed to acquire Scotsman Group Inc. for about $234 million. The Scotsman Group is the nation's second-largest lessor of mobile office units. It maintains a fleet of about 25,000 of the units, which are leased through a network of 31 branch offices in 18 states. The transaction will be financed through about $59 million of equity, $165 million of senior secured notes being offered by Scotsman and $10 million of borrowings under a revolving credit facility.

BRITAIN'S BTR TO ACQUIRE REXNORD FOR $420 MILLION

BTR P.L.C., the British industrial conglomerate, said yesterday that it would buy the Rexnord Corporation for $420 million in cash, or about $22.50 a share. BTR said it already had commitments for more than 50 percent of Rexnord's stock, including a 43 percent stake from the Fairchild Corporation. Rexnord, based in Milwaukee, is the leading American manufacturer of industrial and aerospace seals, material conveying systems and power transmission components. Its shares rose almost 20 percent yesterday, gaining $3.50, to $21.75, on the New York Stock Exchange.

MELLON IS GRANTED AN INJUNCTION AGAINST SMITH BARNEY

The Mellon Bank Corporation said yesterday that the United States District Court in Pittsburgh had granted it a preliminary injunction against Smith Barney Shearson Inc. The order requires Smith Barney to use the Boston Company unit of Mellon to provide administrative services to Shearson's mutual funds. EXXON SELLS CREDIT CARD OPERATION TO GE CAPITAL

The Exxon Corporation has sold its credit card operation to the GE Capital Corporation. Anthony B. Zehnder, a spokesman for GE Capital, confirmed the sale but declined to disclose the purchase price or the amount of receivables that his company had bought. After the sale, the Exxon credit card will continue to exist, but it will be serviced by GE Capital, a unit of the General Electric Company. Exxon said that the sale would affect 400 employees.

Scotsman Industries has signed a letter of intent to acquire two companies controlled by the Onex Corporation of Toronto for $68 million in cash and preferred and common stock. Scotsman intends to acquire the Delfield Company, based in Mount Pleasant, Mich., a maker of refrigerated food-service equipment, and Whitlenge Drink Equipment Ltd. of Birmingham, England, a maker of drink dispensing equipment.
