As Sarajevo totters, Americans and Europeans can agree to little more than hand-wringing about the dismembering of the former Yugoslavia. Yet without putting lives at risk, and at modest cost, the West could strike an important blow against nationalist bullies in Serbia, Croatia and Bosnia and Herzegovina. It can challenge the media monopoly by the warlords who foment tribal hatreds. Surveys show that 64 percent of Serbs glean their information from television, 12 percent from radio, 11 percent from newspapers. Token dissent is permitted in print and radio, but not on television; it offers only a picture of a suffering but wronged people who ardently support President Slobodan Milosevic. And in Croatia, where the beloved leader is Franjo Tudjman, the evening news ends with this hortatory flourish: "Good night, Croatian fighters, wherever you may be."

We political reporters saw it coming, the true magnitude of the health-care crisis, the way it could tongue-tie even skilled professionals like ourselves who were accustomed to turning complex issues into simple buzzwords. It was clear as early as November 1991, when a puzzled Hal Bruno of ABC News was forced to ask the candidates in the middle of a televised debate: "Explain the Enthoven plan." Hearts sank, news disappeared in a great unstoppable wave of health policy, as the candidates rattled on about the Hawaiian approach, the virtues of broad-based community rating, managed care and managed competition (a.k.a. the Enthoven plan, named after Alain Enthoven, of Stanford University, who specializes in the economics of health care), the Canadian and the German system.

TEXACO CHEMICAL SAYS IT WILL CUT 260 JOBS

The Texaco Chemical Company, which is based in Houston, will eliminate 260 jobs and shift its focus to higher-margin products to offset pressure from the depressed chemical market, the company said yesterday. Texaco Chemical, a unit of Texaco Inc., will also shut down the ethyleneamine business at its Conroe, Tex., operation by the end of 1993, resulting in the loss of 51 jobs. Ethyleneamine is used to make lubricant additives, textile treatment chemicals and agricultural and surfactant products.

BIOMEDICAL WASTE GETS PERMIT FOR NEW PLANT

Biomedical Waste Systems Inc. said yesterday that it had received a permit from Pennsylvania to operate the largest medical-waste processing plant in the country, in Chester, Pa. The plant is expected to begin commercial operations in less than a month. With the new plant, the company said it planned to cut collection and disposal costs in half. The company, which is based in Boston, also said Jack Holder, the chief operating officer and a director, would resign. It did not elaborate on Mr. Holder's resignation.

TANDY AGREES TO ACQUIRE INTERTAN'S BANK DEBT

In an 11th-hour rescue of its former subsidiary, the Tandy Corporation said yesterday that it had agreed to acquire the $54 million bank debt of Intertan Inc. The move came a day after Intertan's bank group called the company's loans and stopped processing its checks. Last week, Tandy canceled its licensing and distribution agreements with Intertan, based in Barrie, Ontario, which operates Radio Shack and Tandy electronics stores internationally.

The Bradley Real Estate Trust said today that it had acquired two Midwest shopping centers for $25.9 million, expanding its property portfolio to about 2.5 million square feet. The bigger purchase is Westview Shopping Center in Hanover Park, Ill., near Chicago. The 326,000-square-foot complex is anchored by Cub Foods and Burlington Coat Factory. Three other national retailers -- Wal-Mart, Sam's Wholesale Club and Venture -- own their own stores in the complex, with another 329,000 square feet. Bradley will pay $21.7 million for the shopping center, which is completely leased. Bradley also acquired the 80,000-square-foot Burning Tree Plaza shopping center in Duluth, Minn.

Court Frees Manville Funds

A Federal judge in Brooklyn yesterday authorized a $154 million disbursement from the huge Manville Personal Injury Settlement Trust, which was created in 1988 to compensate thousands of asbestos disease claimants. The payment, authorized by Judge Jack B. Weinstein of the Eastern District of New York, will go out to about 4,000 claimants who had settled with the Manville Trust before a November 1990 order blocking payments from the trust.
