The Daily News hired the former editor of its former competitor, New York Newsday, yesterday. The editor, Donald Forst, is to be metropolitan editor of The News. Mr. Forst has been editor of Newsday's Queens edition since the paper's parent, Times Mirror, closed New York Newsday last July.

Two weeks after China announced a broad plan to restrict the flow of news and economic information into China, the Clinton Administration said today that it would raise the subject in trade talks next week, the first indication that China's efforts to control Western news operations may soon become a new source of friction between the two countries. "This is, of course, an issue of free speech and censorship, but it is also at the heart of our trade relationship," said Mickey Kantor, the United States trade representative. "We don't know how China plans to implement its restrictions, but clearly it is a step in the wrong direction."

Rupert Murdoch, the chairman of the News Corporation and Fox Inc., yesterday became the latest entrant in the business of providing 24-hour news channels, promising a new competitor to the Cable News Network by the end of the year. Mr. Murdoch named Roger Ailes, the former president of CNBC, chairman of the channel, but with no name and no formal plan for distribution the promised channel inspired widespread doubts about its long-term survival among competitors and cable industry analysts.

Metromedia International Group Inc. said yesterday that it had agreed to buy the Samuel Goldwyn Company, a struggling independent Hollywood studio, for $115 million. The news from Metromedia, which first made a bid for Goldwyn in December, followed an announcement earlier in the day by the Dutch company Polygram N.V. that it had withdrawn its offer to buy Goldwyn's film and television library. Metromedia, controlled by the investor John W. Kluge, owns the Orion Pictures Corporation and the Alliance Entertainment Corporation. The companies said Goldwyn shareholders would receive $5 worth of Metromedia stock for each Goldwyn share. Goldwyn shares rose 62.5 cents yesterday, to $4.75, on the American Stock Exchange.

Polygram N.V. has dropped its offer to acquire the Samuel Goldwyn Company, a person at Polygram, who is close to the negotiations, said. The person, who requested anonymity, said the company was frustrated by the drawn-out negotiations with the independent film studio. Polygram, a unit of Philips Electronics N.V., had offered $62 million for Goldwyn's library of films and television programs in December, but the offer was topped when Metromedia International Group Inc. offered $115 million for all of the financially troubled company. Polygram revised its offer several times, but Goldywn missed deadlines, the Polygram insider said. Polygram sent a letter to Goldwyn on Monday advising the company of its decision to withdraw.

The Amoco Corporation said yesterday that it might sell its Amoco Foam Products unit, which had sales last year of $288 million. Amoco, the oil and chemicals giant based in Chicago, said it was reviewing strategic alternatives for the division. "We feel that Amoco Foam may well be a better strategic fit for another company," said Enrique Sosa, executive vice president of Amoco's chemical division. He added that the unit was "strongly profitable." Amoco Foam, based in Atlanta, manufactures polystyrene foam products at nine plants in the United States. The products include cups and plates, packaging trays for meat and poultry and industrial products.

Mountasia Entertainment International rejected an unsolicited takeover offer by an investment group yesterday, saying the bid represented an uncertain value for the company's shareholders. Mountasia, an operator of family entertainment centers based in Alpharetta, Ga., said the bid, which was valued about $61 million plus the assumption of $35 million in debt, contained a "substantial" noncash component. The offer was made by a group led by Hisham Araim, a former director of the company, and the investor Robert Nihon. The bid, announced in mid-January, was about $6 million higher than an original offer made by the group in December.
