INTERNATIONAL 3-21 U.S. Sees Breakthrough On Refugees in Congo A special envoy sent by President Clinton said he won a breakthrough from President Laurent Kabila, who agreed to let the United Nations investigate reports of massacres of Hutu refugees in areas of the Congo controlled by Mr. Kabila's forces.
